CLIFFORD’S TOWER, YORK.

Among the many memories that cluster round York, none is sadder than
the calamity which befel the York Jewry in 1190. Clifford’s Tower,
the scene of the terrible incident, is not among the spots usually visited
by sightseers. Of the many thousands who halt in York for hours,
to visit the splendid Cathedral, or the small but interesting churches;
to walk on the fine old walls, all round the city; to visit the bars and
gates and inspect the many fine old houses, the beautiful grounds of the
Philosophical Society, with the Museum filled with relics of the Roman
occupation;—few ever think of seeing Clifford’s Tower in the Castle
grounds, or trouble to gain access to it.

York is indeed a place where several days may be well spent with
profit and pleasure to those interested in the past history of England.
Here may be seen what I believe is the only Barbican extant in
England. The Guildhall, the quaint old streets, Spurrier’s Gate,
Parliament Street, the pleasant walk by the banks of the sluggish
Ouse, the beautiful old glass in the Cathedral, the priests’ college
at its eastern end, the many gardens enclosed by the walls, all tempt
one to linger and to take observations from different aspects.

The day brings its changing effects of light and shade, but for the
Jewish visitor everything is dominated by Gilford’s Tower. This
building is in the grounds of the old Castle, of which nothing else
remains. The site is now occupied by the Law Courts and the Prison,
with a large open space in the enclosure.

For permission to visit the Tower, application must be made to the
Governor of the Prison, and this is courteously given. The Tower is, in
its plan, unique in England, and its structure can be best understood
from the accompanying illustration of the ground plan as given in

the Exterior of the Tower in its present condition, the Interior-of the
Tower, and the Chapel over the Entrance Gate.

In Mr. Joseph Jacobs’”Jews of Angevin England,” page 123, may
be found a view of the Tower from an old engraving of 1684. It must
have much resembled this in earlier centuries, though I am compelled
to say that it is doubtful whether any of the identical building of
Richard I.’s day was even then extant. Nor can one assert with
confidence that the small chamber supposed to be the scene of the
massacre is the actual site of the disaster. Still the place cannot but
excite interest, and hence the photographs are here reproduced.

The Tower stands on the top of a steep conical hill. The old illus-
tration shows a dry moat and a drawbridge. The Tower is very close
to the river, and may at some period have possessed a wet moat, for an
old engraving shows water quite close to it.

Here the Jews of York took refuge when the massacres occurred
throughout England in 1190. The besiegers of the Tower were led
by Richard Malebysse, but it is unnecessary to re-tell the sad tale.
Sufficient to recall that when the mob gained access to the Tower,
they found not a single soul alive. Among the martyrs was Rabbi
Yomtob of Joigny, whom Mr. Jacobs ingeniously identified with the
author of a fine Penitential Hymn which occurs in the German Rite
for the Eve of the Day of Atonement (the hymn opening àîðí ëï). In
a Bodleian MS., however, the hymn begins with these lines:

Mr. Zangwill thus renders the lines :

“ Forgiven.” 

In this rendering (Jacobs, op. cit., p. Ill) the extra lines appear at
the end of the hymn, but in the MS. they occur at the beginning.
“Good Day” is obviously a play on the Hebrew name “Yom-Tob”
(which signifies Good-day), and thus if Mr. Jacobs’ probable identi-

fication be accepted, one of the heroic martyrs of York has left his
impress on the prayer-book. The Bodleian MS. belongs, as Mr.
Cowley kindly informs me, to the oldest part of the collection, but there
is no record of its previous history.

Dr. King, in his Monumento, Antiqua, malees no doubt that the
original Tower was one of the Castles built by William I., as mentioned
by Stow in his Annals about the year 1068. The building is now a
mere shell, thanks to an explosion of the magazine, which occurred on
the Festival of St. George, in 1648.

LAWS. 

Name. 

  1. The name of the Society shall be The Jewish Historical
    Society of England
    .

  2. The objects of the Society shall be:— 

(a.) 

The promotion and organisation of research into, and
study of, the history of the Jews of the British Empire;

(b.) 

The transcription of documents and the collection of
materials relating to Anglo-Jewish history;

(c.) 

The publication of such documents and materials, as well as
of treatises, relating to Anglo-Jewish history.

(d.) 

The formation of a Library and Museum for the pre-
servation of archives of Anglo-Jewish congregations and
institutions, and of documents, books, prints, and relics
relating to Anglo-Jewish history;

(e.) 

The organisation of lectures and the publication of works
on general Jewish history and literature.

Constitution. 

  1. The Society shall consist of Subscribing Members, Honorary
    Members, and Corresponding Members.

  2. Provincial and Colonial Members may, with the sanction of the
    Council, establish branches for the purposes of local research, and
    co-operation with the Society in its Lecture scheme.

Government. 

  1. The Society shall be governed by a Council, elected by the
    general body of Members at the first General Meeting in each Session.

  2. A President for the next Session shall be elected at the last
    General Meeting of the current Session. Vice-Presidents and
    a Treasurer shall be elected at the first General Meeting of the Session.

  3. The President, Vice-Presidents, Treasurer, and Honorary
    Secretaries, and the Presidents of the branches, shall be ex-officio
    Members of the Council.

8.        At its first Meeting in each Session the Council shall appoint
an Executive Committee, consisting of nine Members, in addition to
the Honorary Officers, who shall be ex-officio Members. The Executive
shall, at its first Meeting in each Session, appoint a Publication Com­
mittee to direct the work in connection with Clause (e) of the
objects of the Society. The Publication Committee shall nominate
three of the nine elected Members of the Executive Committee. The
Executive shall have power to co-opt to vacancies.

9.        The appointment of Honorary Secretaries shall be in the hands
of the Executive Committee.

10.        Any change in the Laws of the Society may be made at
any General Meeting, provided that notice be given in the circular
convening the Meeting, that a majority consisting of two-thirds of
Members voting approves the change, and that the change is con­
firmed (by a bare majority) at a subsequent meeting.

Meetings. 

11.        There shall be at least four General Meetings of the Society
every year, at which papers and communications shall be read and
discussed. The first General Meeting of the Session shall constitute
the “Annual Meeting” of the Society.

Publications. 

  1. An Annual Report and Balance Sheet shall be prepared and
    distributed among the Members, giving a detailed account of the work
    of the Society during the past year;

  2. The Society shall publish such transactions, collections of
    papers and historical essays or treatises as the Society may approve
    on the recommendation of the Executive Committee. In the case,
    however, of publications under Clause (e) of the objects of the Society,
    the Publication Committee shall have full power to act on the
    recommendation of the Executive Committee.

  3. Each Member of the Society shall be entitled to a copy
    of the Transactions issued by the Society.

Finance. 

15.        All moneys received on account of the Society shall be paid
to the Treasurer, who shall prepare a balance-sheet for submission
with the Annual Report to the “Annual Meeting” of Members.

BYE-LAWS. 

1.        The Honorary Secretaries are ex-officio Members of all Com-
mittees or Sub-Committees, and shall keep Minute-books of the
proceedings at all Meetings.

  1. Members shall be admitted by application to any Member of
    the Society, or to the Honorary Secretaries, who shall send to the
    intending Member a printed form for signature. This must be returned,
    signed, to the Honorary Secretaries, and this act shall constitute the
    applicant a Member of the Society.

  2. The voting for or against a proposition at a General Meeting
    shall be by show of hands, and if demanded by the minority, a count
    shall be made by the President or Chairman. His decision shall be
    final. If the votes are equal, the President or Chairman shall give a
    casting vote, in addition to his ordinary vote.

  3. A General Meeting may be summoned by a requisition in
    writing signed by twelve Members, and handed to the Honorary
    Secretaries at least three weeks before the proposed date of the Meeting.
    At such Meetings, held by requisition, nothing but the subject of the
    requisition shall be considered, and this only if three-fourths of those
    signing the requisition be present.

  4. The Transactions shall not be sent to Members whose subscrip-
    tion is twelve months in.arrear.

  5. The Annual Subscription shall be 10s. 6d., and shall become
    due on October 1st annually.

  6. Any Member whose subscription shall be two years in arrears
    shall, after due notice sent by the Honorary Secretaries, cease to be
    a Member.

  7. The names of new Members shall be announced at the General
    Meeting following their enrolment.

  8. Visitors shall only be admitted to the Society’s Meetings by
    card of invitation, or by the personal introduction of Members.
